Air and Water Pollution as Environmental Challenges and Policy Responses in Texas

Introduction

Texas is the second-largest state in the United States by population and area. It is located in the southern part of the country and has a population of about thirty million individuals (Wilder, 2023). The agriculture, manufacturing, and oil and gas industries drive the Texas economy, but also result in contamination. Air pollution from power plants, industrial factories, and transportation sources can lead to respiratory health concerns, such as asthma. Industrial activities, urban runoff, and agricultural practices contribute to water pollution in Texas rivers and coastal areas.

Contaminated water poses significant health risks to consumers and harms aquatic ecosystems. Through the Clean Air Act (CAA), the state regulates the emission of harmful pollutants, ensuring the safety of the citizens (United States Environmental Protection Agency, 2024). The AirNow in Texas program provides real-time air quality data across the state (U.S. EPA, 2024). The Ocean Dumping Management Program is adopted to ensure the Texas ocean waters are clean and safe (U.S. EPA, 2024). Air and water contamination are significant setbacks in Texas, hence the need for government programs to limit pollution.

Law-Making Process

Texas follows a specific procedure when drafting new rules. According to Méndez (2023), laws must pass through several steps before they are enacted. First, the desired bill must be introduced in the Senate or the House of Representatives. The next step involves a committee review, during which the committee decides whether to consider it. If the bill progresses from the committee, it is scheduled for public debate, during which members of the chamber debate the proposed legislation before approving or putting it to rest.

If the bill advances, both houses must be involved in making the final decision on the proposal through a majority vote. Once both houses approve the draft law, it is sent to the President for approval. If the President signs the proposal, it becomes law; if Congress rejects it, it can try to override it. The new law is then recorded in the United States Code before being enforced by relevant agencies such as the EPA.

Impact of the Environmental Programs Developed

The success of air and water pollution programs depends on factors such as public awareness, technological advancements, and enforcement. For the CAA to be effective, agencies such as the Texas Commission on Environmental Quality (TCEQ) at the state level and the Environmental Protection Agency (EPA) at the federal level require significant intervention. The success of the AirNow in Texas program relies on the accuracy and accessibility of its real-time data. Correct presentation of information can inform the public to take action to protect their health.

The Ocean Dumping Management Program can only succeed if it is effectively implemented and regulated. This can be done by preventing unlawful disposal activities, surveilling water bodies, and imposing severe penalties on perpetrators. Public education will raise awareness of the importance of complying with established rules and regulations, thereby fostering a culture of environmental stewardship (Zirogiannis et al., 2023). The two programs are worth the cost and time invested, as they aim to protect the public through environmental protection, resulting in long-term sustainability.

Recommendations to EPA

Addressing Texas’s air and water pollution problem requires the EPA to adopt new strategies. I recommend increasing funding and resources to facilitate easier monitoring of the issues faced while enforcing the set laws. Additional funding will help advance the technology needed to collect air and water quality data. Strict enforcement and compliance are also necessary to meet environmental regulations. Through this, the regulatory body can enforce the rules, ensuring compliance from the public and production firms. Heavy fines will deter the population from engaging in noncompliance, thereby promoting environmental protection.

Engagement with Government Agencies

Environmental conservation relies on the unending efforts of governments, industries, individuals, and corporations to comply with established rules and regulations. Individuals can interact with bureaucratic bodies to learn about environmental issues and how to prevent them. The public can also engage in community initiatives and campaigns to support government environmental programs.

Industries can collaborate with federal and state regulatory bodies to develop environmentally friendly practices and invest in research to improve the quality of life (Haque & Ntim, 2022). Firms must comply with government rules to minimize contamination and ensure public safety. Corporations can partner with regulatory agencies to provide the expertise and resources to achieve better environmental outcomes.

Conclusion

Wildlife conservation is an important practice for achieving environmental stability. Texas’s main sources of contamination include agriculture, transportation, and industrial activities. Several initiatives, such as the AirNow in Texas and the Ocean Dumping Management Programs, have been developed by the government to help mitigate air and water pollution in the region.

In Texas, environmental rules follow a seven-step process that begins with the bill’s introduction and ends with the President signing it into law. Ecological programs have had a positive impact, including pollution reduction. The EPA can adopt new approaches, such as increasing funding and imposing severe penalties on polluters. Interaction among government agencies, individuals, industries, and corporations through educational campaigns and research can substantially advance environmental sustainability.
