Situation: Is This Something Than Can Be Legislated?
The problem/concern
The need for healthcare continues to grow as the population of the Baby Boomer generation reaches the age in which people require medical assistance (Florida Action Coalition, 2016). However, the state of Florida has limitations in the practice of Advanced Registered Nurse Practitioners (ARPNs).
The proposal/idea
ARPNs should be recognized as a vital source for providing high-quality care. Their regulation should be less restrictive to include anesthesia, obstetrics, and primary care in order to provide the state with additional skilled nursing staff.
Background: Do the Research
Studies, reports, personal experience, or anecdotal stories related to the proposal
According to Unruh and Rutherford (2016), the potential of ARPNs remains largely unrecognized in states with strict regulations. Many problems such as the increasing number of patients and the shortage of physicians can be overcome with ARPNs acquiring more duties and opportunities.
Similar legislation introduced and/or passed in other states
Currently, Florida is among the 29 states that do not allow ARPNs to practice without a physician’s supervision. Other regions give these nurses to use their full potential and experience through legislation.
Assessment: Finances and Stakeholders
Financial impact
It is likely that the job market will have an increase in vacancies due to the need in ARPNs. Thus, the economic output will grow, increasing the savings from this legislature and raising additional money for housing and tax revenue (Florida Action Coalition, 2016).
Stakeholder groups that would support this bill
Future and working ARPNs would support this bill as it would grant them more professional opportunities. Moreover, major nursing associations may also agree with this proposition to further the state of nursing in the country.
People/groups that would oppose this bill
Groups that oppose the expansion of nursing include physicians whose qualifications would become less significant to medical organizations.
Recommendation
The legislator to discuss the proposal
One of the legislators who generally support healthcare bills is Senator Jose Javier Rodriguez who currently represents District 37 in Florida (The Florida Senate, n.d.).
