Nevertheless, schools still have to report tests score, which is a basis for their success level understanding. All schools differ from each other, consequently teachers’ qualification testing must differ as well, which is a thorough approach to educational process change.

Such a tendency creates an unfavorable climate, which hinders the act. On the other hand, schools that are open to the positive changes under the ESSA do their best and help the act to take action.
