The BEST ALL ROUND ROOFING group of contractors’ Project Superintendent shall visit each active project site daily, submit detailed weekly progress reports for each Task Order, schedule and coordinate subcontractors and material suppliers, and attend all weekly status meetings, site visits, and pre-final/final inspections.

BEST ALL ROUND ROOFING’s superintendent does have a minimum of five years previous experience as a project superintendent, which is exclusive of time employed as a tradesman or working foreman for a general contracting firm overseeing one or more multi-discipline commercial construction projects

Construction Requirements

Any exceptions must be approved in writing by the Contracting Officer prior to construction start-up. The documents include Uniform Building Code, Current National Electrical Code, NFPA 70, NFPA 780, Life Support Code – 101, UFC 3-560-01, AFI 32-1065, AFOSH 91-501 and 91 66, Mil HDBK 419A, National Fire Code, and Master Base Specifications, Roofing IDIQ Indefinite Specifications, Uniform Mechanical Code, National Plumbing Code, NRCA Building Codes. BEST ALL ROUND ROOFING shall have access to be able to maintain or access these documents during the term of this contract. BEST ALL ROUND ROOFING does understand that if there is a conflict between the given codes, regulations, and roofing IDIQ specifications, the most stringent requirements shall apply at all times.

Quality Control

BEST ALL ROUND ROOFING group of contractors does understand that it shall submit a Quality Control Plan that clearly describes the contractor’s quality control program/process. This plan shall be capable of addressing all aspects of quality control, including responsibility for surveillance of work by both subcontractors and in-house quality control inspectors, the process for acceptance, rejection, documentation, and resolution of deficiencies, trend analysis, and any other areas that specifically and exclusively relates to the acceptable completion of work and subsequent government inspections and approval. The Quality Control Plan shall be approved by the government prior to commencement of work. This Quality Control Plan shall include all phases of the construction process from design through project completion.

The plan shall ensure that all components of construction meet industry standards. This plan will remain in effect for the life of the contract. BEST ALL ROUND ROOFING group of contractors will maintain adequate Quality Control capabilities regardless of the volume of workload. Individual Quality Control Plans will not be required for each Task Order.

The contractor will be required to institute a comprehensive Quality Control Program in order to assure himself and the government that all materials and workmanship are in strict accordance with the Roofing IDIQ specifications, Base Regulations, Federal, State, and Local Codes. It is the contractor’s responsibility to provide, inspect, and document the level of quality that has been established by the minimum standards of the Statement of Work and the Roofing IDIQ Specifications

BEST ALL ROUND ROOFING group of contractors’ does understand that it will be required to institute a comprehensive Quality Control Program in order to assure the firm and the government that all materials and workmanship are in strict accordance with the Roofing IDIQ specifications, Base Regulations, Federal, State, and Local Codes. It is the BEST ALL ROUND ROOFING group of contractors’ responsibility to provide, inspect, and document the level of quality that has been established by the minimum standards of the Statement of Work and the Roofing IDIQ Specifications. (Omar 1).

BEST ALL ROUND ROOFING does understand that the Quality Control Manager shall direct the execution of the contractor’s approved Quality Control Plan with exclusive responsibility for the administration of the plan and inspection of work. The Quality Control Manager shall be available during normal duty hours to investigate and resolve all problems related to Quality Control when notified by the Government Inspector and/or Contracting Officer that a problem exists. The Quality Control Manager shall be a separate individual from the Project Manager or Project Superintendent.

BEST ALL ROUND ROOFING does understand that when it considers that the work is acceptable to the government and is complete to include final clean-up, BEST ALL ROUND ROOFING shall inform the Contracting Officer that the work is complete and ready for inspection. The Contracting Officer and his representative may inspect the work on site.

In the event that the work is not acceptable, BEST ALL ROUND ROOFING shall record a list of items noted by the government to be corrected. BEST ALL ROUND ROOFING does understand that a subsequent inspection may take place in order to review the corrected items. The government is not required to inspect all work. BEST ALL ROUND ROOFING has in mind the Disclaimer that the government inspection does not negate the need for regular contractor quality control, nor does it indicate either expressed or implied that all codes, safety regulations, or any other criteria had been followed properly.

BEST ALL ROUND ROOFING has read and understood that the government would notify the contractor that work for a specific Task Order is or is not acceptable. Invoices for a specific Task Order shall not be permitted until the government has accepted the work.

Provisions on Contracting Officer’s Authority

BEST ALL ROUND ROOFING does understand that no person other than a Contracting Officer shall have authority to modify the terms of this agreement. The only authority with the power to approve changes in any specific requirement regardless of any other provision that might be therein the contract document is the contracting officer.

BEST ALL ROUND ROOFING does understand that it does not take direction from anyone other than the Contracting Officer. BEST ALL ROUND ROOFING does understand that putting any changes into effect without the convent of the contracting officer will be considered as insubordination, and any cost that may arise thereof shall lie squarely on BEST ALL ROUND ROOFING.

The Contracting Officer is the only person who can obligate the government; input taken and acted on that changes the contract (other than health/life safety concerns) in any way received from the user, Civil Engineering or anyone else besides the contracting officer is made so at the sole financial and legal responsibility of BEST ALL ROUND ROOFING(Omar 1)

Safety Assurance

That the representative of the firm shall meet with the officer in charge of the contract period to repair service or any other activity, with the aim of analyzing the safety of the firm under the process of delivering service

This meeting can be carried out in corroborations with the conference addressing issues of initiating the construction but only under the directions of the officer in charge of the contract.

The conduct of this meeting is not contingent upon a general pre-construction meeting.

The level of detail for the safety meeting is dependent upon the nature of the work and the potential inherent hazards. The meeting shall be attended by the BEST ALL ROUND ROOFING group principal available, the superintendent in general, or the representatives in charge of safety.

BEST ALL ROUND ROOFING does understand that all work, including the handling of hazardous materials or the disturbance or dismantling of structures containing hazardous materials, shall comply with the applicable requirements of 29 CFR 1926/1910. Work involving the disturbance or dismantling of asbestos or asbestos-containing materials; the demolition of structures containing asbestos; and or the disposal and removal of asbestos shall also comply with the requirements of 40 CFR, Part 61, Sub-parts A and M, ETL 1110-1-118, and DA Circular 40-83-4. All work shall comply with applicable state and local safety and health requirements. In case of contradiction between the regulations that can apply, the strictest rule shall apply.

The contractor or any of his subcontractors responsible for handling hazardous and toxic materials shall have the necessary certification before doing so (Omar 1).

BEST ALL ROUND ROOFING shall assume full responsibility and liability for compliance with the applicable regulations pertaining to the health and safety of personnel during the execution of work and shall hold the government harmless for any action on his part or that of his employees or subcontractors, which results in illness, injury or death.

Inspections, Tests, and Reports: The inspections, tests, and reports made by the BEST ALL ROUND ROOFING group of contractors, subcontractors, specially trained technicians, equipment manufacturers, and others as required by a Task Order, shall be furnished in accordance with the terms of the Task Order. A report shall consist of the results of lab tests (Omar 1).

Materials and Equipment: Special facilities, devices, equipment, clothing, and similar items used by BEST ALL ROUND ROOFING in the execution of work shall comply with the applicable regulations.

Completion of Contract

BEST ALL ROUND ROOFING does understand that at the completion of the contract, BEST ALL ROUND ROOFING shall be required to vacate any and all areas provided to the firm, including office area and individual worksites. If provided, BEST ALL ROUND ROOFING shall return the office area to its original condition and shall do so within fourteen calendar days of being notified by the Contracting Officer or the conclusion of this contract, whichever comes first.

Applicability of Complete Wage Rate Decision

BEST ALL ROUND ROOFING does understand that in addition to the wage rates in the solicitation, the complete decision of the Secretary of Labor contains wage rates for other classes of laborers and mechanics. Because it does not appear that the work called for by this solicitation will require the use of such other clauses, the wage rates applicable to them have not been reprinted herein. However, if any such classes of laborers or mechanics actually are employed to perform work under the contract resulting from this solicitation, payment will be required as specified in the clause entitled “Davis Bacon Act” at wage rates contained in the complete decision of the Secretary of Labor.

Those desiring the complete decision may request it from the Contracting Officer.

Contractors As-Built Drawings

BEST ALL ROUND ROOFING does keep in mind the fact that during the progress of the work, the contractor shall maintain at the job site a marked-up set of record drawings which clearly shows all changes and corrections from the layouts shown on the project drawings. The marked-up set of record drawings will be made available for viewing when requested by the Contracting Officers representative and/or Roofing IDIQ Project Manager. BEST ALL ROUND ROOFING shall be responsible for implementing such changes, and any positive alterations regard to the record drawings or the contract on demand.

The record drawings shall also indicate, in addition to all changes and corrections, the actual location of all subsurface utility lines encountered. So that theses the line drawings and also appurtenances can be well understood, the drawings in the records shall show, dimensions of offsetting the two fixed surface traits, the last point of each point having the correct change in regard to directions.

Valves splice units and other related appurtenances shall be given location by the process of dimensioning in regard to the run of utility in relation to the point of reference. The value of how deep the surface is in relation to each of the runs shall also be put into the record.

BEST ALL ROUND ROOFING is aware that if it fails to maintain the record drawings as required herein, the Contracting Officer will consider that satisfactory progress has not been achieved for the period in question. The Contracting Officer can withhold a ten percent retainer from any progress payments due for the period in question because of unsatisfactory progress.

All drawings submitted by BEST ALL ROUND ROOFING shall be created from Computer-Aided Design and Drafting (CADD) software in accordance with requirements stated in the Previous Section, “Computer Requirements.”
