Introduction
Knowledge management has a categorical significance in the current scenario. It is the set of objectives or procedures that are used in the firm by utilizing best of its resources like the people and technology. Knowledge management consists of the goals, strategies and procedures that are to be identified, analyzing, implementing successfully, disseminating the know-how and then conveying them.
Knowledge management in e-governance: An overview
E-governance is the frontier free network that consists of the government organizations, non-government organizations, private firms, service sectors etc.
It involves the recent developments in technology, decision making process, leadership. It refers to the economical, political and the administrative authority of the government; it also refers to the process of how the citizens contribute to the nation and vice versa. The fields of implementation of them are in the administrative and service departments. “E-Governance is the public sector’s use of information and communication technologies with the aim of improving information and service delivery.” (E-governance, 2009).
Knowledge management is goal oriented; the keen focus is on performance measurement, competitive advantage, technological innovation, nullifying the obsolete technology, disseminating the idea, methodologies and feedback. E-governance beholds the different organizations despite profit, people strength, and location preference etc free from all the obstacles to lead an efficient and effective administration. The concept of e-governance is knowledge, as building block. They depend on the knowledge management systems that are implemented. The advantages of e-governance are quick decision making, avoiding perplexity in administration, genuine working nature of the people, and corruption identification in the government departments. E-governance has two important components; they are:
- Administration
- Citizens/Government.
The E government framework and theoretical correction
E-governance is unlike the other systems of e-commerce and e-learning; they differ in the proactiveness in performance and in the building up of the system. The origin of the e governance in Libya was with the implementation of the plans and policies and for the promotion of the ICT through the key adoption nationwide and the in the administration. The main use of ICT is as the mediator between the Government and the people; it ultimately aims in the development tool for technology and innovation and for a full-fledged electronic government in the organization. The emphasis is given on the government than on the technology.
The e governance emphasis on the ICT with the use of the virtual technology for the getting the concepts about governing, the attitude of the governance, the managing the effectiveness and the efficiency in the administration. The Libya e government has recently launched the electronicq portal for the retrieving of the informations, data and facts for better feedback and response. The system is much integrated and interdependent, as they are useful to have the control of inter and intra departments.
Features of good E government
The e government should be in such a way as to be communicated thoroughly to the citizens and they should be useful in retrieving the information at the time they are required. The other factors that are to be considered are:
- To promote the effective and the efficient e government
- Accessibility by the citizens and the ease of the operations
- Facilitate the government services to the people and service.
- Improvising the delivery services
They also have the democratic way of approach in the behaviour. The theoretical frame work consists of the different sources that are related to the knowledge management.
Model of E Governance
The e government do not have a specific model; it depends on the different kind of the adaptation techniques of the e government that are related to the country.
The e government make use of the information and communication technology as the main tool for the implementation and for the fruitfulness in the operation.
Knowledge management in e governance
Knowledge management is the essential input of e-governance; it is the foundation of the system. Knowledge management consists of the methods of maintaining the sub system. The different processes of the system involve:
- Knowledge recognition (creation)
- Knowledge sharing
- Knowledge enhancing
- Knowledge preserving
Knowledge recognition: This includes the understanding of the knowledge and the retrieving the knowledge from all the possible sources and to make it useful in the deployment of them in the administration, in the implementation, The knowledge can be related to the user or to the organisation for the success in the administration.
Knowledge sharing: The sharing of the knowledge includes the dissemination of the knowledge among the individuals, the groups or to authorise users, It involve the sharing through mails, FAQ’s, online information in the sites.
Knowledge Enhancing: This is like creation of knowledge this includes the gathering of the knowledge from the different sources and then enhancing them for the future use in the administration.
Knowledge Accessing: The knowledge which are gathered and the store house of the data and the information can be retrieved by browsing the site, by the use of the sampling that are conducted, so the knowledge access is much relevant.
E governance: The awareness and Service quality
The proper awareness should be given to the people about e-governance, the country Libya has launched the electronic portal recently, the developing country does not have much users to the cyber, so an initial convey of the uses are to be conveyed and also the different contents of them should be specified.
The system of e governance should be of a high service quality where it should be free from all the other distortions that get affected to the system.
SWOT Analysis
The swot analysis is much helpful in the understanding of the Libya administration to know where it stands.
Strengths:

Theoretical correction/suggestions
It is the benchmarking for evaluating the future, this focuses on the narrow aspects of the design and implementation, and the suggestions include:
- Provide a separate website for the city or town
- Provision of direct access to the private policy
- Involve a third party access to the private policy by adequate information.
- Develop specific contact details of the user to know about the policy or for enquiry.
- To have proper updates on the sites.
- Reduce the complication in data and information
- To provide online support to customer.
Conclusion
The concept of e-governance is based on the knowledge management of the system; it includes the different knowledge management systems and the information management systems and communication for the well being of the organization. It also gives a vivid image of the environment where the system and the people have the unique opportunity as in democracy. It can result in an efficient and effective government.
