Abstract
The project is carried with the aim of identification of the factors that will improve the employment management system. It provides with ideas and solutions for the understanding of the employees’ needs and preferences who are learning online. In addition, the project presents the models of program development of Human Resources Department.
Needs Assessment
The Training Program proposal for the new employees should be based on such factors as competitiveness and qualification of the applicants. The assessment of the work place environment is quite important due the increase of economic competitiveness. The economic and politic changes have a direct relation to the educational level of employees that should be constantly developed (Hauer and Daniels 2008). In that regard, the most necessary skills required for the new applicants are skillfulness in decision-making process and ability to successfully communicate. These skills must be developed under the influence of such processes as globalization, government policy, and technological advancement (NCVER 2009).
Based in the above, the main parties concerned are both experience large companies that plan to expose their spheres of activity and the newly appeared companies that want to gain the respectable level. To carry out the invitation of the new workers one should defines some basic strategies in handling the interview that would consistently assess.
The project provides a unique model of Human Resources Development. In this respect, our Proposal program considers three aspects namely: explicit, implicit and emancipatory (Swanson et.al. 2009 p. 202). Taking into consideration technological knowledge, the project decided to use androgogical model of learning in recruitment process since it gives a better idea of for designing and holding adult study (Swanson et al. 2009 p. 205). In general, the project is of great values in the time when there is the necessity of adult training in many professional spheres (Caffarella, 2001).
Needs Assessment Plan
Major objectives
The main objectives of the project are: to prepare the new university enrollment employees for effective change management; to help the potential employees to handle in rapidly changing environment. Since the main target audience is adult learners who take their courses online, it is also necessary to provide the learners with online effective education.
Employee Survey Results of the College of William and Mary (2007) is formal survey conducted among the College employees. The survey was aimed at defining the issues of compensation, their workplace, and job requirements. These results were gathered to promote the University Human Resources Management System (VIMS 2007 p. 1). The survey (2007) represents the charts and tables where employee category and the length of service are displayed. In this, survey 55% of college employees participated. The assessment was carried out by two ways: directly and online. The employees were surveyed concerning how they could assess the institution itself and level of quality of their department and working at Collage. The survey was carried out by means of handouts and online survey papers. The poll was quite effective and useful for settling further goals and strategy directions of learning. Apart from it, the College management carried out an informal interview to find out the employees’ attitude to the conditions of working and hierarchy organization. Hence, most of the employees were content with working conditions and expressed their happiness to work at the College. Additionally, they were entirely satisfied with the great working atmosphere. However, some of the employees were discontent with college administration and recruitment stuff (VIMS 2007 p. 8).
From this survey, it can be found out that the main requirements of the employees were the high qualification level and competence of the working stuff and diligent working conditions.
Further, the ABC Company provided an online survey that searches the employees requirements based on the evaluation of quality of work and working conditions taking into consideration the gender and age categories. By this, the company intended to identify the worker’s preferences and choices. The text is destined to finish it within fifteen minutes and can be easily submitted online directly to the company’s management. The survey is rather simple but comprehensive and contains the precise purpose. While analyzing this document, it should be stressed that it also displays important information required for our Program Proposal because it also includes the individual needs of the adult learners (Employee Survey 2004).
Suffice to say that informal surveys are more veritable sources of gaining the data or evidences since it reveals the actual picture of the employees’ market. The survey accomplished by Joe Hadzima and was planned to study a rapid hiring of the workers. The research was showed that it is not an easy task to find a highly qualified worker. Moreover, the survey analyzed employees’ level of equipment. It means that each worker must have hardware, software, and telephone. Hence, from this informal survey, one more important conclusion should be made: to raise the recruitment rate, an organization should provide their worker with all the necessary technological device for normal working process (Hadzima 2009).
In conclusion, the main points and objectives of our Program Proposal will be put the project into practice if taking into consideration numerous factors. First, it is necessary to update the educational conditions and to study in more detail the working environment and the outside factors influencing it (Hauer, 2008). And secondly, it is crucial to analyze the recruitment stuff of the experienced employees and to conduct a kind of qualification test (Kilgore, 2003 p. 81).
