Importance of Goal-Setting in State Legal Policy
Like any managerial process, state legal policy is inconceivable without setting specific goals. At the same time, its effectiveness depends to a large extent on how sufficiently these objectives are defined and the means to achieve them are selected (Howell, 2022). It is exceptionally accurate concerning those institutions that affect the most vulnerable part of society – children, who deserve to be treated with prudence by theory, legislation, and practice.
Challenges in the Adoption Process
Adoption has always been and is directly related to the legal protection of the child’s interests (Howell, 2022). The choice to adopt, however, is a complex process driven by social, cultural, economic, and personal considerations. It is precisely adoption that is a priority form of placement in almost all of today’s states.
Nevertheless, in several states, especially in Missouri, this procedure is characterized by multiple hurdles (Howell, 2022). Recognizing the bases for why individuals want or do not want to adopt a child will make it possible to coordinate the authorities’ position in the settlement of the existing family and legal relations in adoption. Multiple reasons influence the adoption process, and only those who have dealt with this issue directly can give the essence of the reasons.
Legislative Goals and Preserving Children’s Interests
Currently, society and the state have increased their interest in the problems of the younger generation. Several legislative acts have been adopted to improve the country’s demographic situation, protect the rights of underage citizens, and observe legal relations in society (Howell, 2022). At the same time, the concern of numerous barriers in the adoption process is overlooked. It, in turn, becomes the cause of the fall in the number of adoptions that negatively impacts society and the state.
Nowadays, when society faces the task of ensuring the priority of family upbringing of children, a clear understanding and definition of the goals of adoption by the legislator are practically essential to its solution. It will optimize the mechanism of legal regulation, setting the legal system for socially productive work. Existing legal regulations do not encourage the development of adoption; therefore, there is every reason to fear that the deep meaning of the institution may be lost. Exploring the reasons stimulating the desire to adopt a child is the first goal in recognizing areas of transformation and moving toward preserving the nation’s greatest asset: children.
