Introduction
Maintaining precautions at large gatherings during a pandemic is critical to public health. Understanding the risks and how to prevent them is essential to any event. As a pilgrimage center, Saudi Arabia welcomes millions of pilgrims each year during Hajj. Therefore, developing strategies to minimize health risks and following established guidelines are essential to ensuring pilgrims’ safety. Therefore, this memo contains a list of recommendations to ensure safe conditions for mass gatherings during the pandemic.
Planning and Organizing Hajj During the Pandemic
Ensuring safety measures are in place from the planning stage, when the various factors associated with the event are assessed. Since Hajj is a crucial religious event for millions of people, its cancellation could harm the community (Alahmari et al., 2023). Canceling the event is not an option in this case, as it may raise public concerns about restrictions on freedom of religion.
However, at the planning stage, it is necessary to assess the possible number of people at the gathering, identify potential risks, and establish communication channels to disseminate information (WHO, 2020). It involves close collaboration between health authorities, event organizers, and relevant stakeholders to ensure the safety and well-being of participants. Furthermore, some ethical implications associated with the event must be considered. It includes balancing public health and religious freedom, respecting the principles of beneficence and non-maleficence, and informing participants of potential risks and obtaining their consent.
In addition, it is critical to comply with the legislation of the Kingdom of Saudi Arabia and the recommendations provided by the Ministry of Health. The country’s government has established health and safety protocols and integrated WHO recommendations, national health regulations, and emergency laws (Hashim et al., 2021). Therefore, all participants should be advised of the event’s safety precautions to ensure everyone’s safety. It incorporates prior communication about the importance of social distancing and the use of personal protective equipment (Hashim et al., 2021).
In addition, all participants must be tested for infection and refuse to participate in the event if they have been in contact with sick people or exhibit any symptoms of illness. This process relies heavily on participants’ awareness and integrity, so audience education is critical (Ebrahim et al., 2021). Moreover, limiting the number of participants and introducing pre-registration could be an effective way to control the audience.
Organizing mass gatherings during a pandemic requires significant resources and management strategies. The World Health Organization notes that the critical criteria for the safe conduct of events are “infrastructure, accommodation, technology, and crowd management” (Beyond the spiritual, n.d., para. 2). The involvement of healthcare providers and volunteers is essential to monitor compliance with safety measures and to assist when necessary.
All medical and support personnel participating in the Haji organization must undergo specialized training to acquire the skills to work in environments with heightened public health risks (Hashim et al., 2021). It will ensure they are ready to work with large numbers of people and help distribute the main tasks for effectively organizing a gathering.
Finally, realizing that the event does not end when the participants leave Makkah is essential. At the post-event stage, it is necessary to review the strategies’ effectiveness so that they can be used for subsequent gatherings (WHO, 2020). All participants must adhere to a 14-day quarantine, during which they must limit their social interactions to avoid infecting others. The biggest challenge when organizing Haji can be the heavy reliance on participants for the event’s security. However, healthcare providers and organizations must make every effort to mitigate risks.

In conclusion, conducting Haji during a pandemic is a complex process that requires a high level of preparedness and organization at all stages. Understanding the risks and developing effective ways to reduce them is critical to keeping participants safe. The recommendations are necessary to ensure positive public health outcomes and prevent community concerns. At the same time, the main emphasis should be on educating the public and conveying the need to take precautions to prevent the spread of the disease.
