Introduction
To begin with, it should be stated that the Bill of Rights is generally regarded as one of the most important documents, stipulating the rights and freedoms of US citizens on the territory of the United States of America. The significance of this act is emphasized by the statement that the Bill of Rights is the first amendment to the US Constitution. Originally, it was initiated in 1789 by James Madison to the First United States Congress.
Discussion
As for the matters of significance for the social sphere of life, it is necessary to mention that the Bill of Rights is aimed to prohibit Congress from implementing any legislation, related to the personal freedoms of the citizens. According to Curtis (2006): “forbids infringement of the right of the people to keep arms, and prohibits the federal government from depriving any person of life, liberty, or property, without due process of law. In federal criminal cases, it requires indictment by the grand jury for any capital or “infamous crime”, pledges a public trial with an impartial jury composed of members of the state or judicial district in which the crime occurred, and prohibits double risk. In addition, the Bill of Rights states that “the enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people,” and reserves all powers not granted to the federal government to the citizenry or States.” These actions are claimed to defend the civil rights of the citizens, and, to my mind, the measures, taken for granting liberal freedoms and rights are associated with the high level of legislative evolution. The following fact that should be emphasized is the notion that most of the restrictions imposed on Congress were later implemented in a series of legislative conclusions and decisions, and the results of these decisions are gathered in the Fourteenth Amendment, ratified in 1868.
From the legislative point of view, it should be stated that the importance of the Bill of Rights is often emphasized in the notion that the Constitution is the open way to tyranny from the side of government, and the debates are often initiated on the matters of the liberties restriction. The main reason for disputes was the fresh memories of British Empire tyranny and the violations of civil rights before the Revolution. Thus, the citizens just extremely demanded any instance of civil rights, thus. The bill spelled out all the immunities and individual rights of citizens. In the light of this fact, it should be stated that the significance of the Bill of rights should be particularly emphasized, as the necessary step in the sphere of proclaiming independence and the creation of a democratic and legislative State.
Conclusion
Finally, it is necessary to mention that the very instance of thinking over the issues of individual civil rights is the feature of a highly democratic and liberal State. The fact, that the Bill of Rights was accepted as the set of amendments for the Constitution signified the high level of legislative freedoms and opportunities, which are claimed to defend the citizens of the State from restrictions of the essential and the most important freedoms.
