Inputs, also known as factors of production, are important elements used to produce such outputs as goods and services. Therefore, according to Mikesell (2018), a firm’s purchases that are required for service delivery are known as inputs. In this case, the City of Canaveral uses several such inputs. The entity has community and economic development inputs which comprise redevelopment planning or zoning, CRA, marketing, and business recruitments. The firm also uses leisure services inputs that include such activities as recreational activities, parks or activity fields, and event promotions. Other inputs the entity uses are cultural and community affairs inputs that encompass special events, educational events such as workshops, public arts, and project exhibitions and public performances. Moreover, the organization has such inputs as the City Clerk’s Office, which provides space for elections, custodian of records, and meeting points. The corporation also has administrative financial services and human resource inputs among other inputs.

The notion of output is vital in the field of economics and business production. Output is defined as the number of goods produced by a firm within a specified timeframe. According to Mikesell (2018), the output is the activity performed which produces an outcome. Based on community and economic developments in the category of planning and zoning, such outputs as building permits, building inspections, and licensing are produced. Human resources inputs that include safety programs and training result in school crossing guards as outputs. Moreover, cultural and community affair’s special events educational programs include such outputs as city branding and neighborhood and community partnerships. City Clerk’s Office, which has meetings, conferences, and workshops as inputs also, results in such outputs as fire and rescue preventions and emergency prevention within the city of Florida. Lastly, under the community and economic development’s code enforcement, such outputs as code compliance, an inspection of city code, violation, and citation are generated.

Measurable Performance Outcomes

Measurable performance outcomes are forms of management tools, which are important in clarifying goals and missions, and in the documentation of the contributions towards the attainment of such goals. The performance outcome measures also document a firm’s benefits of the programs under study and the services provided to clients or members subscribed to the programs. Therefore, measurable performance outcomes are defined as activities accomplished for the welfare and safety of the people within a specific setting (Mikesell, 2018). In cultural community affairs, the programs assist the public relation through community participation. Emergency assistance programs are also important as they improve quality of life, reduce utility cut-offs for community members, and lowers homelessness through the management of stormwater drainage. Planning and zoning are also essential as it increases sustainability initiatives through efficient building codes. Finally, public works services reduce the cost of water and other amenities through the production of clean water sourced from reclaiming and maintenance of drainage services. The maintenance of storm-water drainage reduces the emergence of diseases and increases the quality of the environment.

New Data Systems

For the above outcome measures to be of significance, different data systems are necessary. For example, new data system as surveys are used as a research methodology and is used for such activity as data collection from members of the firm respondents to access certain required information with regards to community’s demanding topics. Case in point, the data systems are often attained through the application of specific procedures to ascertain that every respondent answers the survey questions without any external influence, thus avoiding any form of bias opinion which could sway the outcome. As such, the community is surveyed through the development of questionnaires that target the form of treatment they encounter based on the services provided.

Statistical analysis is another form of new data system essential for the production of the outcome measures indicated. This form of system is used to investigate trends or patterns and sometimes relationships based on quantitative data. In essence, the data system is applied in the testing of hypotheses, hence used as an estimate of a whole population under study. In this case, the level of satisfaction of the services delivered by the City Clerk’s Office can be statistically analyzed using data from community respondents to improve the performance of the firm.

After statistical analysis, feedback evaluation follows as an important data system. According to Hashim et al. (2017), evaluation involves the act of giving a decision about an activity with little to no intention of altering its summative aspect. However, feedback encompasses the provision of formative information concerning performance enhancement irrespective of the present routine. For the firm in question, the organizers can use feedback evaluation where the action of the managers can be used to promote the growth of the organization through criticism from the community of Florida.

Environmental Influences outside the Easy Control of City of Canaveral

The environmental effects that outline the outcome approach yet characteristically outside the easy control of the City of Canaveral can be identified as community member participation and improvement measures, direct and indirect funding, economical changes, and changes in laws that obstruct implementation of services. For instance, the involvement of the community during training in fire service activities, emergency programs as sanitation, reclaiming of water, and stormwater drainage activities help the members solve their problems. As a result, the members become accustomed to their surroundings, subsequently reducing the chances of disease acquisition and deaths.

Funding is another source of environmental influence outside the influence of the firm. Case in point, the organization has general fund accounts, which provide support to such all-purpose government services as protective and fire or rescue services and other non-tax generating activities of the City. Finally, the firm is exposed to other forms of law changes that hamper the execution of services. For example, changes made in the City of Cape Canaveral Ordinance No. 10-2021 of vacation rentals have been indicated to disturb the quiet enjoyment of its residents (Garganese, 2021). Therefore, it is proposed that the change is legal form and sufficiency for the City of Cape Canaveral.

Budget Classification Systems

Budget classification forms one of the essential building blocks of comprehensive management systems. The system determines the mode in which the budget is reported upon recording, thus giving a direct influence on the transparency and consistency of the budget. In this regard, the City of Cape Canaveral participates in both short and long-term budget systems. These forms of budget systems help in keeping both the seasonally and annually dated services and programs and the data to day functioning of the firm.
