Speech to the UN from the Republic of Uzbekistan on the Problem of Global Food Security
Mr. Chairman of the United Nations,
On behalf of the government of the Republic of Uzbekistan, allow our delegation to consider urgent aspects that are currently discussed on the UN agenda. This is of particular concern to the globalization process and its influence on food security. The rapidly changing political and social environments create grounds for unconventional and sophisticated decisions, either leading to growth or economic recession and crisis.
In contemporary society, the problems of climate change and environmental pollution that are discussed in a global context, introducing the reasonable application of water and power resources gains momentum. There is an urgent necessity to increase freshwater resources to advance food security levels and ensure the safety and quality of human life. Such a situation is specifically applicable to our country, which suffers significantly from the freshwater shortage.
The environmental feasibility research on the Rogun Hydropower Project has been conducted to define whether this construction will be introduced to find out whether the project could be implemented in the most effective way (Parshin, 2010). The World Bank has approved the project and has introduced financial support. In light of the conventions and international standards, Water Supply, Sanitation, and Health Project are relevant to confront food security issues (The World Bank, 2013). The program ensures a regular supply of drinking water to the region that suffers from environmental problems. More importantly, it provides new horizons for improving the living standards in the country.
By the above-presented initiative, the priorities in task accomplishment should be established. The challenges of food security issues should be revisited in light of the globalization process and the emergence of new markets and economic relations (Shadybaev, 2010).
Under these circumstances, our government expects resolute actions from the UN officials who should consider the issue and provide viable solutions. Please, consider this problem as soon as possible because it can have serious consequences for our country.

The UN Resolution on Promoting Food Security on Behalf of Republic of Uzbekistan
The UN resolution provides a resolution concerning water resources improvement. The United Nations authorities,
- Strongly suggest that the strategy on eliminating water scarcity should be implemented for Republic Uzbekistan can introduce to face these challenges. Our government has a firm belief that all aspects of energy and water supply create serious problems for our region, in which the largest rivers Syrdarya and Amudarya deliver the main water resources, ensuring the quality of food processing. People residing in the region must be regarded along with other universally acknowledged principles of international law, as well as provisions stipulated in the United Nations Conventions. Specific attention requires the UN Convention On the Protection and Use of Transboundary Watercourses and International Lakes adopted on March 17, 1992, and On the Law of Non-Navigational Uses of International, Watercourses signed on May 21, 1997.
- Strongly suggest that the observance of rules of not harming the environment, as well as to the neighboring countries in utilizing the water resources of transboundary rivers should be considered. In this perspective, the Republic of Uzbekistan calls for strict adherence to these principles, as well as the establishment of strict norms and compromised decisions.
- Assert that all projects on building hydroelectric facilities in the basins of Amudarya and Syrdarya must be approved by international authorities and be carried out under the control of the UN administration. Lower stream countries should also inform about their official consent on the construction. Mutual agreement and coordination will help Uzbekistan improve the quality of water and ensure a high-quality food supply.
