Plans result from the existence of a problem or opportunity, which impacts the firm’s progress and always targets improving institutional performance. However, strategies without implementation remain mere proposals until a corporation puts them into action to achieve the desired results. In this respect, scheme execution takes care of stakeholders’ interests to foster sustainable growth (Raišienė et al., 2019). Therefore, the essence of policy implementation is to transform an idea into a useful outcome to meet organizational goals.
Policy implementation is a lengthy process that involves multiple activities and players. Consequently, policy application requires implementing organizations to ensure the successful conversion of ideas into action. Remarkably, executing bodies’ influence on the policy-making process is critical since they facilitate policy actualization to attain strategic objectives. Depending on the policy level, the involved stakeholders and departments constitute implementing agencies. Accordingly, strategy facilitators affect the policy implementation success index since their involvement is paramount and influences the organization’s administration in the long run (Natesan & Marathe, 2017). Notably, if an establishment disengages the implementing institutions, policy enforcement fails.
Policy evaluation is a critical examination of the plan in question. Subsequently, the strategy appraisal process involves obtaining and analyzing the principle’s details and its implementation framework. According to Khan and Rahman (2017), policy assessment encompasses the determination of the plan’s efficacy and can occur before, during, and after the actualization phase. Correspondingly, the policy evaluation process comprises checking for strengths and weaknesses in policy-making and accomplishment. Khan and Rahman (2017) postulate that policy evaluation requires assessing the strategy’s consequences against the stipulated standards through data analysis. Accordingly, policy examination is essential in boosting the blueprint’s implementation success level.
