Project Scope

The Erie Company Department of Public Works — Division of Highways seeks proposals from consultants for professional engineering services for design, construction, administration, and construction inspection services for the Dona Street extension. The extension will be located west of NYS Route 5 for a distance of approximately 1,550 feet in the City of Lackawanna and provide access to approximately 200 yards of brownfield property (Geary, 2017). The project has an aggressive schedule and should comply with the City of Lackawanna design standards and the requirements of the NYS Brownfield Cleanup Program. The project scope for the engineering team is proposed to include the following works:

  • Preparation of preliminary design, including a plan view drawing and a conceptual typical cross-section. The preliminary design tasks include topographic and right-of-way survey and mapping, property deed research, mapping of existing road easement, evaluation and load rating, and traffic impact study.
  • Preparation of cost estimates for the project, including the estimated costs of materials, equipment, and labor.
  • Construction of a two-lane public roadway (1,550 ft. long, intersecting NYS Route 5 at the eastern end and connecting to Tecumseh Highway 7 at the western end) by the established standards and additional requirements. The requirements are laid out in NYS DEC Brownfield Cleanup Agreement, and the NYSDEC approved Interim Excavation Work Plan.
  • Construction of a deceleration lane on NYS Route 5 in the southbound direction.
  • Construction of a public railroad crossing of South Buffalo Railway at the west end of the road, coordinated with the railroad company.
  • Construction of interconnection with the proposed Shoreline Trail.
  • Preparation and installation of ADA-compliant pedestrian facilities across NYS Route 5, including a crosswalk, sidewalks, street lighting, pedestrian signal heads, and the relocation of an existing bus shelter.
  • Construction of a 15 ft. clean utility corridor for future use.
  • Installation of public sewers and storm drainage along the new road.
  • Construction of a culvert to cross an existing water drainage trench system remnant from the steel processing days and removal of contaminated sediments.

Stakeholder Engagement Plan

The city of Lackawanna. The new road will be the first pubic road into the former Bethlehem Steel site in the City of Lackawanna, providing access to around 200 acres of brownfield property for redevelopment (Geary, 2017). The city is interested in road construction to get easier access to the land. Although it is an Erie County project, compliance with the City of Lackawanna design standards is critical.

NYS Brownfield Cleanup Program, a program aimed to clean up and redevelop brownfield sites across NYS as a means to revitalize economically and environmentally blighted communities. The road will be located in an area that is a part of the NYS Brownfield Cleanup Program, and its construction should adhere to the requirements of the NYS DEC Brownfield Cleanup Agreement (Geary, 2017).

Local community. The local community is interested in road construction because it intends to provide better road and pedestrian infrastructure and facilitate area development.

Local residential construction companies. They are interested in road construction to get access to land for residential district construction projects.

NYS Scenic Byway Program, a program that includes roads of regionally outstanding scenic, natural, recreational, cultural, historical, or archeological structure. The new road will constitute a part of the NYS Scenic Byway system. It is a stakeholder interested in the construction project because it will improve general road infrastructure and increase the route’s popularity among travelers.

Erie County and the Erie County Department of Public Works, the project’s main stakeholders interested in timely and successful project completion. It establishes the main requirements for the project and will review design proposals, supervise, and accept the completed works.
